Despite having nothing to do with martial arts, you can get this movie as part of the Martial Arts: 50 Movie Pack. It's a lot of high 80's nothing.
Summary
The opening scene involves Black Cobra (though he's never referred to as such) chasing some guy. A good portion of the chase involves some light jogging and ends up with some bad dialog and predictable action. This is a good metaphor for the movie as a whole.
Details and Notes
I love Chicago, and in case you didn't get the point, the guy is wearing a Chicago Cubs jacket. The Black Cobra films (there are three, by the way) are not known for their subtlety. Or quality. Or much of anything. Like the previous installment, one could go through and make some humorous cutting remarks, but really, what's the point? One thing I will say, though: bad use of slow motion--and just poor stunts in general--makes it seem like the bad guy habitually spend many seconds just standing around with cocked guns pointed right at the good guys and doing nothing. With just a little bit more thought to blocking and choreography, these scenes could work. Still wouldn't be stellar, but could be fun.
