Despite having nothing to do with martial arts, you can get this movie as part of the Martial Arts: 50 Movie Pack. It's a lot of high 80's nothing (even though this one is from the early 90s).

Summary

Apart form switching to Roman vs Arabic numerals, Black Cobra III is just more of the same. Maybe they found that the Philippines was cheaper than Chicago for filming, because like Black Cobra 2, this films set in the Folder Capital of the World, Manila.
