Encrypted DVDs on Linux

An "encrypted" DVD is one which has had an incredibly weak, perfectly well known "encryption" applied to it. US law says that attempting to break media encryption, even if doing so for completely legal and well established purposes, is itself a legal act. It's part of the DMCA and is an arbitrary law that criminalizes perfectly legitimate activities for the sole purpose of buttressing Hollywood profits in the short term at the cost of long term economic growth and personal liberty.

You can read encrypted DVDs by using libdvdcss (sometimes packaged as libdvdcss2). It's never been challenged in court, but many distributions and applications intentionally exclude the library to avoid running afoul of the DMCA.

Note: If you just search for pre-packaged files, you're almost certain to get the 32 bit version. If you need the 64 bit version, add the VLAN repository to your repository list and install it from there. This is at least true of openSUSE.
