Moving the DNS Server

Changing the location of a name server can only be done at the registrar. The reason is that DNS resolution is really a two stage process. When seeking the IP address of 'www.foo.com', the first question is, "What name server does resolution for domain 'foo.com'?" This resolution happens at the '.com' level so is not directly under your control, even if you run your own name servers.
