Summary
It's not that the story is hard to follow. In fact, it's pretty straightforward. The problem is that there's just nothing credible about it. The direction is heavy handed, all dark dingy cells, clipped sneers, echoing flashbacks, and slow-mo shots. Maybe they're trying to compensate for Segal's matte flat acting.
Don't get me wrong, none of this on it's own would be a problem for an action movie. The problem comes when a movie fails on many fronts. The fact that the movie takes itself so seriously compounds the the problem.

Segal's action sequences are just as fast and fluid as ever. His later films stray away from the simple action flicks that work for him. The plot gets too big and there's way too much character interaction. God bless 'em, but Segal just can't carry that much movie.
Segal was a producer on this one, and it feels as if Segal had too much say in the film. There are quite a few moments in the film that feel like Boy, wouldn't it be cool if we did a scene where... It's not so much that the direction is bad, but just not strong enough. There film could have been passable with a little editing and focus. As it is, it's just a hot mess.
