Talking About Tax Cuts

One thing I don't get about the "middle class" tax cuts discussion (circa 2010): both those for and against phrase it like, "tax cuts on middle class vs. those that make over $250,000". The problem with the phrasing is that if you make $250,001, you only pay the additional tax on that $1. It's misleading (though technically correct) for both sides, though understandable for the Rebuplican/Neo-Con/Tea Party folks to phrase it as they do. However, I don't understand why Democrats/Populists[notes 1] don't throw in the word "marginal" in there.
It's mentioned sometimes, but the better phrasing would be "let the marginal tax cuts lapse for income over $250,000."
